2xx-rewrite Branch Merge Into Develop

Hello,

I've already merged the 2xx-rewrite branch into develop since
2xx-rewrite is now in a usable state. It works like 1.6.0 with very
few visible changes. Almost all changes made are under the hood (CI
1.7.3 to 2.1.0, code refactoring and cleanup, etc.). This means that
the 1.x.x series has finally reached its end (except for bug-fix
releases). Have a look at the Halalan 2 Goals wiki [1] or at the
Issues page if you want to join the fun. You can also open new
features here or at the Issues page if you want.
