CodeIgniter 2.0.0 Released

Just to highlight some changes:
- there are two flavors of CI now: Core and Reactor. The flavor best
suited to us is Reactor so that's what we will use.
- no more PHP 4 support
- yay for CSRF protection
- no more plugins but fortunately, the CAPTCHA plugin has been
converted to a helper
- $config['base_url'] is now autodetected if left blank
- looks like they are planning for an authentication driver which is good
- and many more

On our side, there's still no development timeline for 2.0.0 but
there's no need for one at the moment.

What's the plan for Halalan 2.0? I've seen this already:

but I'm particularly interested in the implementation of voter groups
and support for multiple admins.

Do we have plans for that already?

I have updated the wiki to reflect some of the "major" features of
Halalan 2.x.x. I also updated some of the issues that relate with the
features.

By the way, I suggest that 1.5.0 will be our last release using CI
1.7.x. Unless, there are bugs to fix.

Hmm, maybe we can make a point release, 1.5.1, our last just to get the recent minor changes + update to CI 1.7.3 out of the door.
But we have to backout dd0f16e824 first, I think.

Okay. That would be fine. I'll review the recent changes and let's
release 1.5.1 some time this month.

The DB changes can be moved to 2.0.
