New Directive given to Muslim Marriage Registars in Sri Lanka??

Salams,
Not sure whether this is a rumour or whether there is any truth .... a new directive given to all Muslim Registars with regard to muslim of Sri Lanka living overseas , their marriage should not be registered in Sri Lanka....The Impact...Deplete Muslim numbers???

Can someone confirm this.

Assalamualikum ,

If this is a general circular to All Sri Lankas would be acceptable if it is a Policy decision....this seems to be ONLY for Muslims ....seems discriminatory. Similarly in the "Palestinian right of return" this was a debated clause...Not sure what the outcome was?? 

Wonder whether MCSL or the new Shoora Council had an opportunity to look at this WHILST our honorable politicos Snooze!....with so many MP's + Ministers???  

43. November 8, Colombo. The Registrar General A M Gunasekera has instructed all the Muslim

Registrars around the country not to register any marriages between foreign Muslims and local

Muslims. In his circular the Registrar General elaborates that there is no provision in the Muslim

personal law to register foreigners. Therefore do not register any marriage involving foreigners.

If both parties are Muslims, their marriage cannot also be registered under the normal marriage

law or upcountry marriage law.

Please find attached herewith the incidence report published by Muslim Council and point 43 page 9 is relevant to the matter.
 
I have written to the Muslim Council to furnish me with a copy of the circular and did not receive a copy yet. If any one could obtain one please forward urgently as I will be meeting a government delegation with the High Commission at the mission in London today evening. I have already taken up this matter with them and indicated that we will make representations to the Home Secretary UK to up date this development to avoid any refusal of spouse visa application in the absence of the marriage certificate.
