adding SUGGEST support for HAL-FORMS

Olver Drotbohm and I met today to hammer out a draft document for the support of a "suggest" or "choice" control for HAL-FORMS. The resulting working draft is here:

This is based on lots of comments/suggestions<g>/feedback from the past and, hopefully, covers most of the requested features. Not everything is here (or is designed in the way it was requested) but we think this comes close enough for a first release while still allowing for future non-breaking modifications.
