Haitian migrant decapitated in Dominican Republic

SANTO DOMINGO, Dominican Republic (AP) — Dominican police are investigating the decapitation of a migrant from neighboring Haiti.


Police Maj. Jose Llubres says the victim's body was found Saturday in the Buenos Aires neighborhood of the capital, Santo Domingo. He says residents allege the victim killed a local merchant and police are investigating whether he was slain in revenge.


The Foreign Ministry described the killings as an "incident between individuals" in a statement Tuesday.


Haitian officials have called the migrant's killing barbarous and questioned whether Dominican police could have prevented it.


About 1 million people of Haitian descent live in the Dominican Republic, often suffering discrimination and violence.

SANTO DOMINGO – The Dominican government said Tuesday that it “energically” condemns last week’s beheading of a Haitian migrant by a mob in Santo Domingo.

The slaying was retaliation for the decapitation of a Dominican by another Haitian man who remains at large.

Describing both acts as “despicable,” the Dominican Foreign Ministry stressed in a statement that the violence took place “among private individuals” and did not reflect “state policy.”

“Those responsible for the deeds will be brought before the courts to answer for their actions,” the ministry said in the communique, which was delivered to the Haitian Embassy in Santo Domingo.

The horror story unfolded last Friday, when a Haitian beheaded Dominican peddler Leon Lara in the capital, prompting a frenzied mob – apparently including the victim’s brother – to grab another Haitian and cut off his head, police said.

Dominican media reported that the decapitation of the Haitian was witnessed by an applauding crowd, some of whom apparently used their cell phones to film the gruesome execution.

The killing of the Haitian was “barbarous,” his country’s foreign minister told Efe Monday.

Alrich Nicolas said that Haiti’s embassy in Santo Domingo delivered an official protest to Dominican authorities.

“This situation tends to propitiate a climate of tension that could hurt relations between the two countries,” he said, while also condemning Lara’s murder.

Nicolas asked Dominican police and courts to “assume their responsibilities,” and urged his compatriots in the neighboring country to avoid confrontations and to refrain from taking justice into their own hands.

Dominican officials estimate that around 1 million Haitians live in the country, most of them illegal immigrants who work in agriculture and construction.

The Dominican Republic and Haiti share the Caribbean island of Hispaniola, with Haiti in the western portion. Though both countries are poor, Haiti is destitute, and Haitians cross the border to do work that many Dominicans will not do, such as harvesting sugar cane.

Haitians have been the target of mob violence numerous times in recent years, and the Dominican government has been widely criticized for its treatment of the migrants. EFE
