Bonne chance a Magalie Rahoul Dupervil

It will be great to replace this current CEP with a PEC since all of the three branches of the government are functioning? These three entities do have the capacity to put a PEC in place in 3 days according to the 1987 constitution.
ARTICLE 192:
The Permanent Electoral Council consists of nine (9) members chosen from a list of three
(3) names proposed by each of the Departmental Assemblies:
3 are chosen by the Executive Branch;
3 are chosen by the Supreme Court;
3 are chosen by the National Assembly.
======
The amendment of the 1987 constitution did not materialize, it would be ideal to appoint two commissions: A presidential and a Parliamentary commission down the road. A constitution cannot be amended in 5 days. The new constitutional commission needs to have town meeting throughout Haiti and the Diaspora to collect info from the people. Also, the Universities in Haiti shall play an important role in the amendment process. It is important that the commission is diversified and all sectors shall be represented and a wise individual who does not know how to read and write shall be part of that commission: why? If he/she understands what is going on, it is likely that the other 60% of our illiterate will be able to understand. They cannot be excluded since they have to obey the law of the land and follow the constitution. Two languages expert in Creole and French shall be part of that commission and everything must be written at the same time in French and Creole: No translation please. ((The creation of a Creole Academy shall be included in the constitution)) We need to learn to value our own, creole is a beautiful language.

Why President Obama did not nominate Elizabeth Warren, an outstanding professor and a scholar to run the agency?
He hinted that he chose former Ohio Attorney General Richard Cordray for the job because Warren has too many enemies in Congress to ever win confirmation. But Warren was more a victim of Obama’s appeasement policy than of Wall Street backers on Capitol Hill.Warren, a Harvard law professor and chair of the Congressional Oversight Panel, may not have been confirmed by the Senate, but Cordray probably won’t be, either

Does any American say that the U.S. Senate should be disbanded? No
It has appeared that the Haitian President has nominated someone who has too many enemies in the Senate and the House of Deputies. Academically, the gentleman and Ms. Warren are over qualified for both jobs. But … and that’s life.
ARTICLE 137
The President of the Republic shall choose a Prime Minister among the members of the majority party of the Parliament. In the absence of such a majority, the President of the Republic shall choose his Prime Minister in consultation with the President of the Senate and the President of the House of Deputies. In either case, the President's choice must be ratified by the Parliament
====
Article 137 was inserted into the constitution to prevent a strong and a powerful president.
The President does not have a majority in the Parliament and consequently he must choose a Prime Minister in consultation with the President of the Senate and the President of the House of Deputies. It is not to inform them about his choice but that choice must be made in consultation with the president of the Senate and the House of Deputies.
There is a reason for everything. The first one did not make it, the second one may or may not make it; but one thing is certain, Haiti will have a prime minister in due time.
