Eh, created a local account. Ran through the same scenario to repeat the problem. Same same. I'm moving on. I'm just chasing weeds with this one. The good thing is, all devices are installed cleanly and no reported problems. File Explorer (explorer.exe) hangs on this one step, so its a software issue that will probably be resolved in the MS patch down the road.
