I just posted a minor update to Haiola that improves some error handling and also allows you to select which dialect of USFM (version 2.4 or version 3) to use in generating \fig tags. It currently defaults to version 2.4 (a change from the last update), because ParaText 7.x and earlier can't understand USFM 3 \fig tags, but ParaText 8 and Haiola can both read either version of \fig tags, making the older version more compatible. Although the primary function of Haiola is to create end user formats, it is also useful for normalizing USFM in the publishing process. Haiola is very tolerant when reading USFM, but sticks closely to standards when writing USFM files. It can also supply required origin references for notes and figures.
Haiola is available for free at https://haiola.org
