Above is a tiling for 15 pinwheels (a pinwheel is 4 tiles in a pinwheel shape) tiled with 7 colors in a 8:8:8:9:9:9:9 ratio. So, the least used color makes up 0.133333 of the tiles.


I found solutions for up to 100 pinwheels with glucose (a SAT solver). I used MaxHS (a MAX-SAT solver) to find the optimal solution for finding a coloring with the smallest least-used-color-ratio.

You get it so fast! One can check also maximum density of non-7-colorable tessellations (which you examined already), if it will take not more time. Aubrey conjectured 1/6 bound for any "necessary" tessellations. So for these tessellations one can check 8-colorings.

The 10-tile unit can be mono-colored with a density of .14444, despite not having a 7-coloring.

This is with 18 units with a shift of 6 units. I only checked up to 19 units, I'll search a little deeper for an even denser coloring.
