File in RSS Plug-in

I was trying to check out the Oedipus Decision maker on a development
machine and SVN failed on the following file:

https://haddock-cms.googlecode.com/svn/plug-ins/rss/trunk/config/index.html%3ffeed=atom

Looking at the file, it seems to be a feed for the Brighton Wok site.
I guess that it must be ok to delete that from the SVN repos?

I'm not sure how a file like that got into the repos. Is it a cached
value? If so, please say because there are better ways to cache data.
