I don't think this is an issue of simply amplifying the soundcard signal to
get it working because then I could simply amplify it by routing it through
the boombox, which acts as a preamp, and increasing. I'm thinking that there
are probably voltage incompatibilities between the phone input and the
soundcard output jack but I am not sure if that is the case. So if anyone
could make any suggestions or tell me of other ways of using a soundcard's
output as a phone input, I'd be very grateful. If this is confusing, feel
free to ask questions and I'll clarify.

You need to make a pad for the line out... It goes something like
this:

It attenuates the signal (makes it lower) so that you won't blow out
the phone. You can experiment with different values, or even put in a
100k pot to vary the level.

If you can lay hands on one, an older Aztech or Packard Bell modem/fax/sound
card/answering machine/caller ID card or an older IBM MWave modem/sound card
would be your best bet - you get all the sound-card to phone capabilities and
the phone just jacks in with no custom wiring needed, and Aztech has integrated
modem/fax/telephony software for all of their and Packard Bell's cards which
might do what you want. Should be easier than what you're trying now.
