War dialing and a weird expierence with a number

Ignore the option or obsession part, it was in a movie =] Except in place of
wardialing it was Liposuction haha, moving on....

A few questions:

I wonder just how safe it is to wardial from your home computer?

Is wardialing really worth it anymore?

Anyone know of some charges the telco could lay on your if your caught
scanning, anywhere in North America?

Off topic: I was trying to look for a prefix that my area could dial that
wasn't long distance, a friend mentioned 115 so I tried it out. Im in 306
area, Saskatchewan. I phoned up a whole crapload of the 115 numbers
(115-xxxx) and alot of the time this recording came up "The last number that
has called your line has been marked for trace, if the call was threatening
please call the police, for more information on the call trace program call
1-800-651-1121"

So I call up the number and it says to me "Welcome to the Sasktel Privacy
and Security information line" and it lists a whole bunch of options of
either speaking to a representative or finding more about the call trace
program and stuff. So I do the find more about call trace. It says that *57
is the number you dial "almost immediately after you hang up from a call
that you thought was threatening, the line will be monitored and information
from the line will go to Sasktel or the Police, not you." I just want to
know why why this call trace program would appear out of nowhere from
numerous 115-xxxx numbers.
