The proposal was written some months ago, using open communications, namely the spaceprogram mail list:

you can read that for historical discussion. Most of the people involved to date are NOT in the USA.

As for when and how much, prior experience indicates contract negotiations can take 3-12 months.

Expectation is HSP will raise matching funds, and more, to cover expenses and run programs.
