How to create a new dictonary?

Hi, I want to create a Dutch Language disctipnary, since the anysoftkeyboard one does not work, what I also see confirmed in other posts.

I have a wordlist from opentaal.nl and a frequency list of the most used 4000 dutch words.

I can create a XML file from them based on sample.xml, but that is all I could find.

Can someone telll me how to create a dictionary, or where that is described?

I have been using User Manager Dictionary (UDM). It works well so far, but I haven't tried to import a large group, like wordlists or dictionaries.
