scheduled posts needs timezone support

Scheduled posts is a great addition but introduces a minor side-
effect.

I use to manually modify my posts to be accurate for UK time (+07:00)
because I am a pedant.

Now these posts are treated as scheduled posts which is less than
ideal.

Less than ideal? I agree. There is a patch attached to ticket #24 to
implement time zone support in Habari. I'm don't know how well it
works, or how it will function with scheduled posts, but it is worth
taking a look at.
