Theme Checklist

I've started a checklist on my user page on the wiki for theme designers
to check functionality of various parts of themes so that when a theme
is released you can be sure it works the way you want it to. Please feel
free to add anything I've missed.

We could add the list of possible "fallbacks" and their priorities..
or is that somewhere else in the wiki?
