Moving the PHP requirement for Habari to 5.3

debian stable contains, and has contained for a long time, 5.3.x

+1 to move to PHP 5.3.

This has already been discussed somewhat at

However, didn't the earlier iterations of 5.3 have the same problem as
PHP 5.12/5.13? So we would have to get past that.

I believe 5.3.1 was the sole "bad" version in the 5.3 series but I'm not entirely certain.

Looks like this has unanimous support.
