Russian characters in habari

I use xampp to the vista of standard settings, but in habari all
Russian characters are replaced by "????? ?? ??? "
Why all the tables in the database habari use latin1_swedish_ci and
utf8_unicode_ci rather than the usual utf8_general_ci?

Maybe I do not do so?

p.s. Now i try to ubuntu linux 8.10 to apachu and mysql from the
package manager......

All the tables should be utf8_unicode_ci for compatibility reasons. Can you please verify that they all are? There should be no latin1 tables left.
