[VOTE] Add coreblocks to core

One of the most important new features of 0.7 is the addition of
blocks[1] and areas[2]. As raised in the vote for the 0.7 feature
freeze[3], having a high-quality plugin in core that provided commonly
requested functionality through blocks would be useful for users and
provide learning opportunities for developers. The coreblocks
plugin[4] aims to provide such a plugin. Adding a plugin to core
requires a vote.

To vote to add coreblocks to core, vote +1. To vote against, vote -1
and provide reasons for your vote. The vote will be open for 48 hours.

+1 and we mustn't forget to remove the commonblocks plugin from -extras once integrated.

Well, we would remove the coreblocks-duplicated functions/blocks out
of commonblocks. There are still a couple in there that won't be in
the core plugin (validator links, tag cloud, etc).

We would have to have a meeting before calling for a vote to decide
whether we need to vote.

Vote carried 9 to 0. coreblocks is now core.

I just committed it. I will now expunge those particular blocks from
the commonblocks plugin in -extras.
