h5py 3.1 release

I've just published h5py 3.1. The changes from 3.0 are fairly minor, but it fixes several regressions between 2.10 and 3.0, including one which meant big-endian data was read incorrectly on little-endian systems (and vice versa). Full release notes are here:

This is a recommended upgrade if you were using, or trying to use, 3.0.
