Moving h5py discussion to HDF Forum

It came up a few months ago that Google Groups is still not readily accessible for users in China. We discussed alternatives, and the HDF Group kindly agreed to make us an h5py category on their Discourse forum, and give some of the h5py maintainers moderator access. So that's what we're doing.

To avoid splitting conversations over 2 different venues, I've restricted access to this Google Group. Its history of messages remains public for people to find old answers, but you can't post new messages. Please post on the h5py category of the HDF Forum instead.

We'll still use Github issues and pull requests for discussions about specific changes in the code, like bug fixes and feature requests. The forum is more for discussions about using h5py - "How do I... " - but this isn't a hard distinction.
