Is an automatic license statement check on pull requests an option?

Hi all,

CI can check the license statement on every pull request and show green or red, like the other checks. The contributor signs once. Reviewers see on the PR whether the statement is in place, with no search in the group, and keep their attention on the code.

Standard tools do this out of the box, with no custom code. Redis, MariaDB, YugabyteDB and StarRocks use CLA Assistant, Kubernetes uses EasyCLA, and Prometheus uses a DCO check.

H2's existing statement can serve as the text to sign, once for all of a contributor's PRs.
