Enable public IP address for H2 Web Console (hosted on Cloud)

Hi, we got an Azure red hat linux server where we hosted the H2 database.  When starting the H2 database it shows as below

Web Console server running at http://10.0.0.9:8381 (others can connect)
Failed to start a browser to open the URL http://10.0.0.9:8381: Browser detection failed and system property h2.browser not set
TCP server running at tcp://10.0.0.9:8380 (others can connect)
PG server running at pg://10.0.0.9:5435 (only local connections)

The public/static IP address of that server is 54.172.xx.xx

The problem is when I launch the URL http://54.172.xx.xx:8381 it is not going anywhere. Also using my client if I connect using JDBC url it says connection timeout. 

The port 8381 is enabled in Azure firewall settings.  Also the firewall service on the Linux server is switched off.

Please help on this regard.  Thanks.
