STK 2 for Nidhi Company without filing INC 20A

I need to apply for Strike off of a Nidhi Company. The NDH 4 is not approved for the company. Hence INC 20A is also not filed. So the Directors wants to go for closure. However, in MCA v3, I am unable to file the MGT 14 for Closure of Company since INC 20A is not filed. 

How do i proceed with Closure, since MGT 14 is mandatory to file STK 2?

MGT 14 is not mandatory

You may take written consent /NOC of all shareholders for Strike Off of name

Plz advise how to proceed for obtaining duplicate NBFC registration certificate if the company has lost the Original certificate.

You have to apply to your regional RBI office with a request letter along with a photocopy of original certificate along with suitable affidavit, indemnity, etc. to its satisfaction and make a newspaper publication of the loss of original certificate.

In case of pvt ltd, file STK-2 directly, but as per my opinion you have to file INC-20A before STK, with an explanatory statement that company will strike off as attachment to INC-20A.
