Runtime Dependencies (Maven, dispatch, RPC)

My project uses Ivy for dependency management.  We've been using GWTP for a long time, but recently I noticed the gwt-user.jar is being pulled into our WEB-INF/lib as a "runtime" dependency.  This seems unusual to me, my understanding being that gwt-user is not typically deployed as a runtime file?

Maybe this is a difference in Maven and Ivy, however I don't see any scopes set that would prevent gwt-user from being included?
