list auto scroll when dragging between two lists

I have two vertical columns containing vertical lists.  I can drag from either list and drop into the other list.  When I drag from list 1 and drag near bottom of list it will start to auto scroll.  However if I drag from list 1 to list 2 and down to bottom of list2, list1 starts to scroll.  I would expect list2 to start scrolling not list 1.  Do I have to do something special to get list 2 to scroll.  They are configured exactly the same.
