Publish Swagger Module to Maven Central

The swagger module is awesome and works great once you figure it out a bit.

Can you publish this to the maven central repository.

Also, if you are looking for someone else to maintain this project I'd be willing to help. This one seems pretty low maintenance.

I'm already a maintainer of UI-Grid, GRIP, and WPI Lib.
