YouTube component "Ended" and "Complete" events not working

I am trying to use the YouTube component, but adding an event listener for "Ended" or "Complete" does not seem to execute the action associated with it.

Also, what is the difference between the two events?  On https://developers.google.com/youtube/iframe_api_reference I see YT.PlayerState.ENDED referenced multiple times, but don't see anything that looks like "Complete".

Is there a chance this component is using the old pre-iframe YouTube API?

Oh, turns out it works if you upload it to DoubleClick (or probably any web site).  Just doesn't work when previewing locally.
