I know how to loop a banner infinitely as well as for a number of times.
Currently the banner has a nice outro where all of the elements fade away from view, leaving everything blank and ready to start the loop again.
The thing is, we need the banner to loop 30 times. Once the looping stops, the last frame should not be blank, instead it should be the last frame with all of the elements before the outro.
I've tried inserting two separate events, one for the loop and one for the very last loop / animation end, but I can't get them to work with each other. It appears that just one or the other event works.
Is there a way to make this work? Or do we have to skip the outro? (Which would be a shame.)

I will suggest two options.
1. Easy but not pretty: Create a static image with all of the content you wish to be in the final frame and place it in the timeline where the loop stops. May be add a fade in. Alternatively you can add custom code for the image with a time delay. If your ad loops for 30 seconds, add a code to change the opacity of the final image from "0" to "1" with 30 seconds delay.
2. Also easy but nicer: Simply ad a second page to your add. Add a timeline event at the end of the loop to jump to page 2 (witch will be you outro animation) and animate any component to you liking.
There are a lot of different approaches to it. I can take a look at you source files provided you upload them here and suggest a workaround.

Please see the attached file. Based on the animation you have used here is what I did:
1. I swapped the animation so that at the the start is the end animation and vise versa. So this way at the end of your timeline is all the content you want to end with.
2. I have added one label and one event:
- Label "Start" is at the start of the sensible animation.
- Event at 0:00 at the timeline so when the ad is started the first play trough will start and the "Start" label (basically skipping the end animation).
My God it is so hard to explain.. Just check the file and see if this workaround meets your goals.
PS: I lowered the number of loops to "2" just to be easier and faster to test the effect. Set it back to 30 or any sensible number before publishing.

Here is what I did step by step so you can replicate the result.
* Please note: I did the workaround based on your animations and overall structure.
Everything was done in design mode, no custom code or functions.
The end animation is keyframe based so I mirrored the animation at the beginning of the animation and removed them from the end. Also some of the layers had to be animated additionally in such manner that the actual start animation will look as intended. From 0 opacity to 1 and the actual motion of the elements.
You have the loop animation set up so I didn't change anything there. Only moved the frames and events one second forward in the timeline (to make space for the end animation located at the beginning)
And for all this to work I have added an event at 0:00 (goToAndPlay) to skip the outro when the banner is played for the first time via the "start" label.
So basically the loop is working the same way you had it set up but the first playthrough is skipping 1.5 seconds on the timeline giving the needed effect.
There are lots of ways to handle similar events. Based on your project this one requires as little editing as possible.
In a nutshell, swap the start and end on the timeline and add an event that skips the outro at the first playthrough.
