google as a whole considers standalone installer locations as TOP SECRET BURN BEFORE READING so most likely there will never be a standalone installer (unless you somehow snag the file the webinstaller is getting).
They really really do not want an "outdated" version to get installed.
btw i think that requiring you to be online to RUN the program first time is a bug. But they may want the installer to do the first run automagically to bypass that.
