Here's a response similar to this from our engineer in another thread:

"When you Preview your content, GWD adds a lightbox CSS style that hides any overflow so you get a sense of what your content will look like within a specific viewport size. It masks/clips like you expect.
However, when you publish, GWD does not export this style since an ad may be authored for multiple device sizes utilizing content-aware techniques to show more content for bigger devices. Since most ads will be shown within an iframe or web view of a set dimension that you specify (like in DoubleClick Studio), the overflowing content will be hidden by that view."

This worked for me. In the HTML export file you've published, find the following:

.gwd-page-wrapper {

}

and add:
border: solid white;

This will give it a solid border with white, covering up the dotted line. If your website background is something different you can change the color as needed.

With due respect, this is a really dumb idea.

There's absolutely no value in having a dotted line around the ad in preview.

It only distracts and inhibits you to see and critique the ad visually.
and as far as clipping, we all understand if there's nothing outside, it's been clipped.

Please remove this Google.

I've been coming across this issue over and over again and found this to be the most clear trick to make the fix:
To totally remove the border, replace the border code of line (mine was on line 18) with
border: none;

"border: none" is the only fix here. The dashed border is exported to Adwords, looks terrible!!!

When you click to Publish, check the 'Add Border' box and set the opacity to 0%.

At least it worked for me. :)
