Best Practice: Legal Disclaimer without Tap Area?

Hi Community,

Problem:
Since the beginning of 2018 the entire HTML5 ad space is clickable/tappable. The Adwords team disabled the use of the Tap Area component.

I have a "View Disclaimer" button on my ad that gets dismissed as a click on the entire ad.

When the Tap Area component was recognized the button would initiate an action that would show an overlay div with the disclaimer. Hitting the button again the disclaimer would disappear.

Solutions?
Are there any cross-device (Desktop/Mobile) solutions for showing a legal disclaimer? A mouseover could work on desktop, but it's not working on mobile devices. Thoughts?

I cannot think of a workaround for mobile devices. Do you have an AdWords account manager who you can reach out to?
