Animated file works in some browsers/OS, not working in others or in Validator preview

The attached 300x250 banner passes all validation, but doesn't reliably play in browsers or the DCM Validator preview window - https://h5validator.appspot.com/dcm/asset?result=5270062957592576. It's very key frame heavy animation, with a lot of PNG assets. Could that be the cause? If so, any ideas to accomplish the same animation another way.

I tried the attached zip in the h5validator in Chrome and it previews fine. What browser did you see the issue in? What problem did you see?

On my Mac OS X El Capitan, the banner plays in Chrome and Firefox, does not play in Safari. However, other OS X users reported it not working in Chrome or Safari.

On Windows, it works for some in Chrome but not everyone. It does not work for anyone in IE 11.

Also, for the users when it doesn't work, everyone sees a blank browser page. No image or error message is displayed.

We tried this https://h5validator.appspot.com/dcm/asset?result=4900154000277504 on 2 different Windows machines (Windows 7 and Windows 10) and the preview loads fine on IE11 and Chrome. It also works on Safari and Chrome on MacOS Sierra. Sometimes it takes a while to load the preview but the animation worked fine. If the OS X users wait long enough, does the preview eventually load?

I waited for a while in OS x (10+ minutes) and it never loaded. On a whim, I republished the file and it is now working for everyone. I have no idea why. I compared the code in each and found no difference. I really appreciate you trying to replicate the issue. Hopefully it won't pop up again. Thanks!

It could be an issue with the h5validator tool. If you can consistently reproduce it again, please submit a feedback for h5validator.
