Thank you for your inquiry regarding the lifts and the gas valves.
Lifts: Quality and safety have been both previously manufacturer and government certified and in compliance with Vietnam laws. However, Government recertification is due again and the Management Team had scheduled this recertification for last December but you will remember that one of the lifts was damaged from overuse (not the fault of the Management) requiring Schindler to order a part from overseas. This has been reported by the Management Team to the Government certification agency who reported back to us that they must wait until the part is replaced to recertify.
Schindler received this part a last week at which time they said they would come this week to replace. Upon receiving this information, Leonidas posted a bulletin to the residents that the lift would be out of service for repair from Monday to Wednesday of this week for Schindler to perform work. Upon completion of this repair, Government recertification is expected the following week, dependent on the Government’s response time. Upon recertification, the government certificate and report will be filed in the Management Office.
The latest lift problem experienced by Ms Hoang (E2301) was reported that the lift “dropped.” Review of lift car CCTV video and micro-electronic lift controls show that the lift did not drop, it responded to a low voltage condition cause by VPN. The lift properly responded to the electrical drop by stopping momentarily (a few seconds) and recovered within the proper amount of time. I know this because I took the call from Ms Hoang, I reviewed the CCTV and I was present Saturday evening at 9pm with the Schindler tech when he reviewed the micro-electronic controls of the lift.
*A record of lift incidents and Schindler repair reports are maintained by the Management Team and is available to residents for inspection by appointment.
Gas Valves: I have never disagreed about the certification of the gas valves nor have I ignored this. In fact, I have already acknowledged and agreed 100% with the GWPRB that the gas valves need to be certified. At my request, my staff has done substantial research on the certification process, how to perform and what the government requires to comply with the law. And, as I previously reported to the GWPRB, the responsibility of the “first certification” is with the developer HVTS, and not with the Management Company.
Leonidas Management has researched and provided the necessary information regarding the certification process to HVTS who is working toward getting the certification. HVTS has experienced some complications in the certification process yet HVTS has reported to Leonidas Management that they are actively, and remain actively, working toward certification. Because the first certification is to be paid for by the developer, the Management Team does not have full control over the time it takes to have the valves certified and I would hope the GWPRB respects and understands this.
