Dear Liên,

Đã mấy tuần gần đây, thang máy trục A (thang chở hàng, bọc da đen) và trục D (thang ko chở hàng) thường xuyên bị hỏng như sau:
- Sau khi cửa buồng thang máy đóng vào thì nó lại mở ra ngay lập tức, sau đó lại tự đóng vào, rồi lại tự mở ra...cứ như vậy năm lần bảy lượt cho đến khi thang máy kêu tít tít (kêu như khi thang bị giữ mở cửa lâu quá) thì nó mới đóng thật sự và chạy đi.
Anh và nhiều cư dân khác và cả các nhân viên vệ sinh Leonidas rất nhiều lần gặp tình trạng này. Có thể các thang ở các trục khác cũng bị như vậy nhưng anh chưa chứng kiến. Vậy em kêu bên bảo trì đến sửa chữa ngay và kiểm tra các thang khác xem sao.

Nhận xét :  Có nhiều vấn đề xảy ra mà Leonidas ko quan tâm, không làm, không xử lý, cứ phải đến khi cư dân nói thì mới làm. Ví dụ: Bể bơi rất bẩn, anh phải viết e-mail kêu thì mới có người đi dọn. Thang máy hỏng từ lâu, thường xuyên trục trặc, các nhân viên Leonidas biết, nhưng cũng ko thấy kêu người sửa ngay, lại phải cư dân kêu thì mới làm. Hai bức tường chỗ lấy rác thải ra ở 2 tòa W + E, bị lở loét, bẩn thỉu, anh nói đã 1 năm nay, em cũng thông báo là đã có kế hoạch sửa chữa, nhưng đến nay vẫn vậy.....còn nhiều vấn đề nữa anh ko muốn nói dài dòng trên e-mail. Thế nhưng thật lạ là trong e-mail dưới đây, Chris người đứng đầu Leonidas lại tự nhận là Leonidas có đội ngũ nhân viên rất tốt, làm việc rất tích cực và cư dân hàng ngày đến VP Leonidas để khen ngợi ???
Nếu lãnh đạo Leonidas mà như vậy thì, mọi việc ở GW sẽ khó mà được cải thiện hay tiến bộ lên.
- Trước mắt, Leonidas cần đào tạo cho mọi nhân viên luôn có ý thức phát hiện các vấn đề xảy ra ở bộ phận của mình và ở các bộ phận khác và báo cáo vấn đề đó cho người có trách nhiệm để giải quyết sớm nhất.

1/ Swimming pool:  It is very dirty, so pls quickly clean it. Pls understand that although it is not used during winter, it must be kept clean.
   We believe that Leonidas already finished repair works. If so, pls pump water into swimming pool to have nice view at GW. Without water in swimming pool, GW is surely degraded.
 
Ha Viet/Contractor: The Swimming pool and outdoor Jacuzzis have been undergoing upgrades to the filtration system, upgrade valves, repairs to drains and some pipes that have been leaking. This work is being carried out by Ha Viet with no expense to the residents. Because this work is being carried out and paid by Ha Viet, Leonidas Management cannot control the contractors doing the work.
 
Estimated completion: I’ve been told that work is nearing completion and the pool and Jacuzzi had been partially filled for leak checking. At the time of your email, the pool and Jacuzzi had already been drained. The final repair on the pool is to fix the tiles on the Lotus at the bottom of the pool, which will be done soon. Estimation of pool upgrade completion is about March 1, 2012, which I have previously advised everyone that I would like to see the pool filled as soon as repairs are completed. Until work is completed, the pool cannot be filled. Residents should be patient as these repairs are a really nice improvement to the pool and property as because the water will be much clearer.
 
2/ Sauna for men: It is about 03 months since the sauna is out of order, but Leonidas have not yet completed repairing it. Our Residents complain that Leonidas take chance to close it to prevent our Resident from using it.
So pls immediately repair it and open it within February. Three months are more than enough for Leonidas to do this job.
 
There are two pending issues in the men’s locker room. One is a defective water heater serving the steam room and the other is a printed circuit board that failed on the water Jacuzzi. In no way is Leonidas management attempting to stop the residents from using.
 
Steam Bath: The water heater failed in December and is under warranty. A replacement has been ordered and we are waiting for the new unit. Because it’s under warranty, residents must be patient with the manufacturer to avoid paying from the management fee account.
 
Water Jacuzzi: Yesterday the printed circuit board failed putting the Jacuzzi out of order temporarily. Once again, this is a warranty part. However, we are lucky to find a spare printed circuit board to be temporarily installed until the warranty replacement part arrives. The Jacuzzi operation should be restored by the end of today.
 
We are sorry, if Leonidas can not do above works soon, it shows Leonidas is not capable enough to manage GW and our Residents will request to change management Company.
 
Summary: Please understand that both items 1&2 that you mentioned are items that Leonidas Management is not in charge of, or must rely on others. It is in no way a reflection of our performance when we have little or no control over.
 
With all due respect, we have a very good staff who works very hard and consistently does a really good job. Because of our great staff, we receive compliments nearly every day from residents and guests commenting that we have a very professional management team and staff.  Your comment about changing management is hurtful for those staff who work so hard to make GW a nice place and it takes away from the peace and harmony at GW. I would kindly ask that you not make such comments in the future. Thank you for not saying this in the future.

In all fairness, I’m not sure I understand the scrutiny of your email and I’m not really sure what it is that you want us to do. Here is my response to your comments:

Lifts: In 2010 and 2011  the lift contractor “Schindler” wasn’t doing a good job servicing the lifts. After meeting with them many times last year, those problems have been solved and the quality of service from the lift company has improved greatly and lift breakdowns are now at their lowest level since the building opened. Schindler is a very good quality lift and despite the high quality, lifts are mechanical and there will sometimes break down and require repair. Periodic breakdowns are normal for any building with lifts.

 

Golden Westlake staff has been trained to recognize and report lift problems as they occur. In the case which you mentioned, the lift problem had already been reported by security and Schindler had already been called to come and repair. We keep records of these incidents in the office and I invite you to come and look at these records to see for yourself. The lift was repaired quickly and restored to normal operation in a short period of time.

 

In review: Golden Westlake/Leonidas  staff acted accordingly and properly and this problem was reported quickly and Schindler responded and repaired quickly.

Swimming Pool: As I said in my email the other day, the swimming pool is undergoing a large renovation project to its filtration system and this work is being paid for entirely by Ha Viet Tung Shing at no cost to the residents of Golden Westlake. The contract belongs to HVTS, the workers belong to HVTS in which Leonidas cannot interfere with this work during these repairs without adding expenses to the residents.

 

Drainage of the pool is standard procedure for the winter to save money because the chemicals, maintenance, electricity and water costs are very high and you will see these costs when I present the budget at the AGM meeting. If the residents want the pool to be filled during the winter to keep the property more beautiful, there is a cost associated to this and if the residents accept this cost Leonidas Management will be very happy to keep the pool filled and the water crystal clear over the winter next year.

 

In review: 1) Leonidas cannot rightfully force HVTS’s contractor to work quicker. 2) New incoming management board can evaluate cost of keeping pool filled all year.

 

What has Leonidas been doing? We have regularly checking progress of work and Leonidas has given a requested final completion date of March 1, 2012. In my meeting this morning, the contractor has said that they expect to have the tile work completed this week, which if everything else is completed, we can refill the swimming pool as early as next week, well ahead of schedule. Additionally, we have ordered new pool safety equipment which will arrive soon and we have interviewed and are in the process of hiring new lifeguards and a medical professional to meet the Governments new pool safety requirements. Leonidas has been proactive in preparation of the pool’s season opening and we are ready for the hot weather by offering a safe and happy year swimming.

Loading Docks: You reported that the loading docks are not looking good. I completely agree with this and I’m not happy that the loading dock is untidy.  Unfortunately, Leonidas Management can only do little because it is HVTS who has entered into a contract with a company to install a powered lift at the East and West loading docks. This work has begun but has not been completed because upon installation of the first lift, it was determined that the lift did not meet the contractors claimed capacity and was therefore rejected forcing the contractor to redesign the lift to meet the requirements of Golden Westlake’s intended use.

 

Just like with the swimming pool work, it’s difficult for Leonidas to interfere with HVTS’s contractor. However, having a powered lift at the loading dock will greatly benefit the residents of Golden Westlake by making it easier to move furniture and goods, it will be safer for the staff moving trash to the rubbish area and when finished and Golden Westlake will be more beautiful and safer because we will no longer need to store the ugly orange manual lifts at the loading docks. Again, this is a project that HVTS is paying for this and is no cost to the residents of Golden Westlake.

 

In review: Leonidas cannot rightfully force HVTS’s contractor to work quicker.

 

What Leonidas has been doing? Both Lien and I have maintained contact with the contractor to remind them that we are waiting for the completion of this project. Our last contact with them was on Monday and they have submitted a new drawing which has been approved as meeting the needs of Golden Westlake. It’s now up to the contractor to build new lifts and install them. Leonidas will continue to remind the contractor that we are waiting for the installation and we will make sure the installation is done correctly.

 

 

In closing, I would like to restate that Leonidas Management has been and continues to provide a high quality management service at Golden Westlake and all of our staff is very dedicated, loyal and  hardworking.  I would also ask that if you have questions regarding the operations at Golden Westlake to come by our office to discuss. I have an open door policy and I can generally make time for the residents without an appointment. 11/ The lift problem which i mentioned had been repeatedly happening for many days (about 10 days). It showed that the problem had not quickly founded by Leonidas or it had not quickly repaired by Schindler.
+ Swimming pool: Even if it is empty, Leonidas need to clean it and keep it clean always. It can not become a rubbish container during winter.

22/ HVTS: You just joined Leonidas about 5 months ago and there are many things about HVTS you do not know.
HVTS started selling GW apartments at the end of 2005 when GW was still an empty land. Right from that first stage, HVTS always presented their customers including me that GW was luxury/No.1 Buildings in Ha Noi. They named this project "Golden.." and they gave the names of various precious stones such as diamond, ruby, topaz..v.v....to various apartments. But unfortunately, we realize that we had been cheating by them (regret that we hv no time to tell you in details what they cheated us).
We paid very big money for so-called Luxury apartments and pay highest management fees, but in stead of enjoying life here, day by day we have been facing a lot of problems/headaches from the first day we moved to GW (You may know some of those problems, but we believe that you do not know all of them).
That is reason why our Resident have to set up The Representative Board to protect ourselves against HVTS.
We well know that Schindler is a not bad Lift manufacturer. But the lifts Schindler manufacture for high class/luxury buildings are much different from the ones they manufacture for low class buildings. The lifts that we are using daily here are really ones of the worst lifts we ever know. Our Residents are experienced more than enough to make such comments. The lifts of low quality that HVTS booked for us should be used for buildings for the poor people. We hope you have enough knowledge to realize that the lifts at GW are not for high class buildings. 
We totally agree with you that "Lifts are mechanical and there will sometimes break down and require repair". But pls understand that the Lifts for Luxury Buildings normally should have very few problems during the first ten year of operation. GW just open for more than two years, but our Residents have been facing so many problems wit the lifts. And we are confident that the lifts here will continue having more problems repeatedly.

Loading docks: As you see, just very small matter, but HVTS is not capable enough to finish it in one or two months. Then how could they able to build a high class building for us ?????

Hello Chris,
 
I have sent an email to you before Tet requesting your atttention and instruction to your staff with respect to the fixing of my two airconditioning units (in both a master bedroom and a second bedroom).
 
Both units have been wrong wired (explaination provided by your technical staff who has been attending to the issue numerous times) and as a result, the remote control of the airconditioning units (02 of them) in both bedrooms does not work. To change from cold to hot mode adn vice versa, no manual manouvering is possible. The technical team then decided that a special switch has been installed outside one of the window to allow temporary fixing of the problem and the switch from cold to hot in winter by us using this switch to change the mode, they also promise that total solution can be found later and that a report to you will be filed.
 
You have promised to attend and give me a solution after tet in your email previously.
 
Could I please request your urgent response regarding the above? We are not happy to live in an apartment whereby issues like this continue years after we moved in. We are traveling extensively and would need to work closely with you to make time for assessment but first thing first, I need you to come and assess options for us please.

Yes please we do request a meeting with Ha Viet, as this is your staff mistake that they do not report on the PENDING ISSUE at my unit, you yourself in your email before Tet write that and suggested that we meet after Tet, all of a sudden you have rejected your responsibility so I am puzzled as to the credibility of your words.
 
Mr. Guri could we request your attention to the matter please. Wrong wiring can result in safety issues and we need your attention to this case.

Mr. Binh could I kindly ask that you help us to sor this matter our with relevant people.
 
Do advise us of the next step.

My name was not on your email which you sent yesterday, so thank you for copying me with this.

 

Ok, so I saw some of the repair notes and I can see that there was a solution proposed to an air conditioning problem that you had previously agreed as acceptable. Since that solution was implemented last year, your apartment warranty has expired and there have been no recorded complaints that you were not satisfied with the work performed until now.  

 

With all due respect to building warranties, Property Management cannot legally or morally make decisions over the developer (HVTS) therefore we are extremely limited in what we can do regarding your complaint. We can offer to help by submitting our comments to HVTS regarding your problem and act as a liaise by arranging an appointment for you to meet directly with HVTS to discuss.

 

Please let me know if you’d like us to arrange an appointment for you to meet with Ha Viet.

Có thể các cửa gió chưa mở hết ra. Hồi đầu nhà mình cũng bị như vậy, mình gọi nhân viên điện nước của HVTS lên, họ mở cái cửa gió ra là nó hết chảy nước.

Bạn cứ gọi điện xuống lễ tân, và nói hiện tượng của ĐH, thợ họ sẽ lên sửa ngay.

Confirming that this week there are two windows for you to come and do the second assessment:
 
1. 4 pm on Tuesday 28 Feb.
or
2. 4.00 pm on Thursday 1 March.
 
Please advise which one is suitable. Note that I am not going to be home but my helper will be there to let you in. I will let her know which day you
would like to come.
 
Hopefully a solution can be worked after that.

At 4.00 pm on Wed. 29 March 2012 my helper has opened door for Chris and his team to inspect the issue for a second time.

We would expect that solution and corrective actions are to be proposed and conducted by HVTS as soonest. Chris has confirmed that a costing will be presented to mr. Ting, so Mr. Ting please review the matter and authorize management to take actions for us ASAP. as informed you we are active travelers but if you let us know the intended plan for fixing, number of dated you require etc... We will organize accordingly.

I wasn’t on your send list for your last email addressed “Dear all” so my apologies for not replying sooner. In the interest of full disclosure, I am in the process of preparing a plan to execute the air conditioning repair for approval by HVTS. Another second very good option for repair was presented by Chief Engineer Mr Thanh during our Wednesday March 1, 2012 at 4pm visit and we are weighing which option is most effective and least intrusive to you as the resident/owner.

 

My report will be presented to HVTS tomorrow and pending their approval and authorization to proceed, I will submit a detailed work summary for your approval. From there, you and I will have to find an agreeable time to execute this work.
