This is, tentatively, the structure I want to use for the new Handbook.

Chapter Five: Member Class

Chapter Six: Conflict Resolution
• 24 Hour Rule
• Open Discussion
• Mediation
• Formal Hearing

Chapter Seven: Disciplinary Actions

Chapter Eight: Appeals

Chapter Nine: Policies
• The Code of Conduct
• Alcohol
• Finances
• Large Event Honor Policy
• Parents and Children

I don't see anything wrong with said Table of Contents, but I think we'll need to change a few terms.

Transferring- from say, GWB to Beyond the Sunset (Australia)? Or
dealing with MES/IoD/Etcetera vs. joining us? Or both?

Venues don't exist without Domains, correct?

Chapters 6 and 7 may be a mess we have to work out the best way to
subdivide when we get to writing them. Those topics are so
interconnected it's difficult to separate them.

So long as we don't stick solely to alcohol under an intoxication
policy that should work well.

GWB to Beyond the Sunset (Australia) or Immersion Roleplay Society (Ireland)

My idea is to keep them separate. Conflict resolution should be for
resolving disputes between members with an emphasis on bringing
parties together. Disciplinary actions are about investigating and
addressing wrong doing. It might be that they run concurrently in some
situations but that, I feel, shouldn't detract from them being
separate processes with different emphasis.
