A thought experiment on pre-execution decision paths

Hello,

I would like to share a short thought experiment on how

decision paths could be governed prior to execution,

without modifying kernel behavior or enforcement semantics.

The idea separates decision trajectory from execution outcome,

introducing a non-executing reflective stage for routing,

deferral, or contextual inspection.

This is not a feature request or integration proposal,

but a conceptual architecture for discussion.
