I have never seen a carb like that on a Guzzino before.  

I think I’d try and find a complete original carb. 

This eBay guy is a good source and breaks old Italian lightweights:

I have had Guzzino parts from him. 

Do you know a source for Capriolo parts by the way?

The early editions had a MA13 carb which the choke-cold start was a lever operated  slide as photo.  If I could find/borrow one I maybe  
able to get one reproduced.  I've searched the world BTW for one.  In Italy it probably was never needed, that's why mi carb it was missing.Slide 2 MA13.jpeg
The MA13 Dellorto were also used on the Lambretta but used a cylindrical  choke mechanism.
