Further to my Airone gearbox education, and answering my own question of last night, this morning I've determined that the the Shift Shaft Quadrant will indeed be 180º opposite of the Falcone and it lines up perfectly with the very faint #4 line.  I came to this conclusion, because with it on the other side, with the shift drum at the install position, the sift drum is left to only rotate in one direction, so the shaft quadrant must go that way...progress, I think.

Mike, I studied your pictures. I agree you have a #4 line. Mine is
only a scratch as if made by a razor edge. Yours is really etched more.

I think the secret is understanding the drum and the position of the
forks on the drum. As you translated, the instructions say that the
upper fork must be flush with the upper end of the drum. Logically,
there is only one time when that fork/drum relationship exists. That
occurs when the upper floating gear is lifted so that its face dogs
engage the face dogs of the separate, direct-drive gear mounted in the
right side casing. It only happens in 4th gear. So, if Guzzi is
telling you to move the drum and forks into this relationship, then
clearly you are installing the system engaged in 4th gear. If you can
see the #4 and its line along the outer edge of the quadrant, then that
quadrant is aligned properly.

Patrick, what was perplexing me, until I did the translation was that I kept thinking that both forks had to be at/in a notch/stop, but once it explained that the top one should be at the top of the drum and the lower should simply be aligned with the top, it made sense.. I also worried that there might be multiple position options for the lower and yet still be in alignment, but as you suggest, there is only one spot that it all works.
So with those revelations, I will proceed with installing the bearing and main shaft and start thinking about the shimming of the direct drive gear. Looking at the parts manual, they list shims of .8, 1.0 and 1.2mm (none are available from Stucchi, by the way). The current shim that was installed when I did the disassembly was .596mm, and the cases were put together with a rather liberal amount of clear RTV, so I'm guessing if I plan to use a paper gasket with HiLoMar, the shimming value is likely to change considerably. Regarding putting the cases together, I've also had good luck with Locktite 574, but I am always open to suggestions from those with experience.

After Jerry pointed me in the direction of Dirko I've switched to it for all my bikes. If you have to repeatedly split the cases (as I had to do to get the alignment right on my SA), it is easy with Dirko. It's very easy to clean up too.

Jerry pointed me at (grey) Dirko and I swear by it and I also use it as a gasket sealant on my miniature steam locomotoves.
Others to whom I have recommended the product also rave about it.

Thanks Joe and Gordon, for the recommendation, sounds good to me.  So I assume skip the paper gasket all together and just the Dirko.
