I have never seen MD27F with parts like this. The MD27F does not have a choke per se, but rather an enrichener valve to assist with cold starts. I expect that the parts you show are a bodge to deal with a badly worn throttle body and/or slide. It looks like the brass sleeve is meant to fit over the throttle slide and is held in place with the throttle cable. If this was my bike, I would not ride it with this fix. Apart from the bike running like a bag of hammers, there is a strong likelihood that the throttle could stick in the open position with this arrangement.
New and used MD27F's are prohibitivly expensive to buy. It may be possible to bore your carb, fit a sleeve and fit a new slide. There are companies that provide this service for Amal carbs but I am not sure if anyone is doing this for Dell'Ortos. There is also a remote possibility that fitting a new slide will make the carb serviceable. Other alternatives include a more modern Dell'Orto. an Amal or a Mikuni. Not period correct, but will provide good service once fitted and dialed in.
