This has in the reference to the subject sited above . My complaint is on following subject as under .

1. Water Policy not implemented by the Town & Country Planning Department , Haryana , Haryana Urban Development Authority and Municipal Corporation , Gurgaon .
2.Violation of Sanitation norms in Gurgaon .
3.Non Completion and proper connectivity / placement of Roads , Footpath , Cycle tracks , Underpass and Foot over bridges in Gurgaon .
4. Non availability / non connectivity and Violation of the use of Storm Water Drains  .
5.Non allotment of constructed houses under the scheme " ASHIANA HOUSING SCHEME " fgr economic weaker section / BPL and place reserved for small vendors .
6.Violation of Energy Conversation Act and non placement of mandatory Solar Energy system .
7. No action and policy to reduce the Pollution .   
8.Non completion of Housing projects / Sectors developed by the Private Builders / Developers and Haryana Urban Development Authority .

Cyber city Gurgaon was developed as one of the prime locations for real estate and industrial activity in the NCR. While the residential and the commercial development are there for all to see, the industrial development is not far too behind. In the last ten years, the Cyber city has had a number of MNCs, real estate companies and factories opening their offices here. This has led to a rapid growth in real estate in the city. And today, it has emerged as a major residential, commercial and retail hub.


  Haryana Urban Development Authority has developed Sec-1 to 57 as per old master plan of Gurgaon Town. The development plan 2021 AD of Gurgaon –Manesar Urban Complex for development of Residential/ commercial / industrial / Industrial and other Infrastructure in Sec-58 to 115 has been notified and approved by the Govt. on 05.02.2007. The development plan for 2025 has also been approved by the Govt. and development plan of 2031 AD is under approval. The external development plans which includes water Supply, Sewerage, drains, necessary provisions of treatment and disposal of Sewage, Sludge and storm water, road electrical works colleges, hospital, stadiums / Sports complex, Fire Stations, Grid Sub-station has been entrusted to Haryana Urban Development Authority being the agency of State Govt. both areas developed by HUDA as well as for the licensed areas, where the colonies are developed by the colonizers.  

During the last 7 ½ years following development works are carried out by Haryana Urban Development Authority in Gurgaon and expenditure of Rs. 1662.00 crores has been incurred on these works as per the Administrator HUDA and Engineering Wing of Gurgaon .

The following subject has defeated the NCR Regional Plan as well the State Plans . 



1. Water Policy not implemented by the Town & Country Planning Department , Haryana , Haryana Urban Development Authority and Municipal Corporation , Gurgaon .


There is no Policy on Drinking water and mandatory use of sewage treated water in Gurgaon . At present the free use of drinking water for construction , Industrial , Commercial and Agriculture purpose . Whereas many areas have been suffering from the shortage of Drinking water supply . Drinking water falls under the essential commodity . Apart from policy due to defective water supply pipelines and network the people of Gurgaon have been suffering .


The subject needs to be investigated . If needed I am able to produce documentary proof .In the presence of Master plans introduced by the NCR Planning Board and Government of Haryana all the responsible Departments were well informed on the need of drinking water as well water requirement in other areas . The following are key points to be investigated   

 

Quantity of water being supplied from Basai treatment plant against Plant capacity ,

 How much quantity of water is being supplied from Chandu Budhera Water Works daily. The  copy of logbook since commissioning may be provided.

Whether the Water supply from Chandu Budhera Water Works is direct to consumer end or  It is only to Basai Water Works.

Has electric connection has been sanctioned for Chandu Budhera Water Works, if no, what are the hurdles causing delay, the load applied..

Detail of functional and nonfunctional water supply lines with reason . 

Supplied Water Quantity against Population .

Drinking water supplied to non domestic area .

Const. of Water Treatment Plant 22MGD at Chandu Budhera(1 No.)  Is this plant is working independently ? Has got Electric connection ? Is in perfect condition to inspect ? As per the norms laid by the Government ?

Const. of Water Treatment Plant 20MGD at Basai(1 No.) Is this Plant has produced treated water as per the capacity ever ? Is in a position to inspect ?

 UGT / S & S Tank (26 Nos.) Kindly check the condition .

HUDA has constructed two water Treatment Plants of the capacity to treat 82 MGD water but as on date only 46.66 MGD Water can be supplied due to non availability / poor supply lines .

Laying of 2 lines of DI pipes from WTP Basai to Sector 51 for zone 3 was allotted and work was started but due to non availability of land, dense congested populated area and in zig zag position DI pipes (2no.) are not possible. Also in some portion of about 1750 meter single line was to be laid by providing Y at both the ends where 2 and 1 line will be connected will be the soft target of leakage hence one line of MS will be more practical.The water supply pipeline laid from Basai Water Treatment Plant to sector 51 boosting station to cater Sohna road up to sector 56 is still not functional. 


2.Violation of Sanitation norms in Gurgaon .


To revise the Master Plan, 2021 of Gurgaon (which was released in 2007), and extend the target year from 2021 to 2025, a new developmental plan, Gurgaon-Manesar Urban Complex 2025, has been formulated taking into consideration the proposed growth of the city up to 2025. According to the new guidelines, the population density has been calculated at 120 people per acre, compared to the earlier population density of 100 people per acre. The new draft plan is being formulated for new sectors, Sectors 58 to 115, so that new provisions can be made accordingly, as the sectors are still in the planning process.

The condition of sanitation is worst . The garbage collection system never seen in the city .

None of the department is aware on the disposal quantity .

No check on medical waste .

No garbage collection timings .

No system for the disposal of building waste material .

No check on polythene waste .

No Public Toilet system is available in Gurgaon .

In spite the provisions , information and funds available to deal with garbage no effective planning and system has introduced so far and money was not only eaten but wasted for some reason .

 

 3.Non Completion and proper connectivity / placement of Roads , Footpath , Cycle tracks , Underpass and Foot over bridges in Gurgaon .


 None of the master roads projects are functional in Gurgaon to implement the planning . The Southern  Peripheral Road, Northern  Peripheral Road , Sohna Road are few examples . Kindly appoint a consultant to teach the Engineers the purpose and shape of Slip Roads . Is there any single road available in Gurgaon can be taken as technically correct is the only question before going on to quality ?


A gentle spell of rain create water logging and after rains the potholes on roads generates accident for the people who neither responsible nor part of planning , construction and inspection . 


To free Gurgaon from a rapidly expanding traffic, there is a plan to double the width of sector roads from the existing 30 metres to 60 metres, under the new Gurgaon-Manesar Urban Complex 2025 plan. Special attention has been given to security, health and education while preparing the layout plan of the new sectors. According to the new plan, Sectors 58 to 67 will be developed in the first phase. These sectors will have 60m-wide roads. All roads in the planned sectors will be interconnected, unlike the existing sector roads that end abruptly.  "Under the revised plan, the district town planner has been asked to ensure sufficient parking space for vehicles in the new sectors. Directions have also been issued to give special attention to security, health and education while preparing the layout plan of the new sectors on papers . The Badshahpur Nallah, used for carrying excess water, will also be realigned along the 90m-wide southern peripheral road, under this new master plan."

ROADS (779.23 Km.(in term 3.66Mtr.)


Why foot over bridges were not placed on busy roads ?


4. Non availability / non connectivity and Violation of the use of Storm Water Drains  .

The Environmental & Financial losses to the State and HUDA due to the non availability/ non functional  storm water Drains is huge . The negligence in this matter and favour to land owners would be major loss for the State and the People of Gurgaon.  The attached three Notifications by the Government of Haryana would stamp on the statement given  The Drawing of Storm Water Drain is with all the Officials of HUDA .

 The Southern Peripheral Road is very important in all respect . It was proposed to construct Box Storm Water Drain to save this road from rain water and the proper utilization of water.As on date the Badshahpur Storm Water Drain is just like a Polluted Nala Polluting WaterTable . The land acquisition for Badshahpur Drain and storm water drain along the SPR has't started so far inspite of the Notification . The Estimates for the work are still with Head Office due to failure in land acquisition . This resulted major damage to SPR due to water logging around the road . This needs Your kind attention to save huge amount of money losses and Environmental damage . This storm water drainwould not only preserve priceless water but any damage to infrastructure .In the absence of proper Storm Water Drain and Blocked Natural Creeks any day major disaster can take place . 

 

Kindly take action on the conversion of Badshahpur Storm Water Drain to Sewage water Carriage channel . The sewage water has been thrown fearlessly by the colonizers in Badshahpur Storm Water Drain with the silent approval of HUDA . This is in the knowledge of all the Officials of HUDA .Kindly instruct all the concern the process of land acquisition process as soon as possible . The Estimates should cleared with instructions of the timely completion of work .

 

Punjab Land Preservation Act, 1900

 

Section 3.  Whenever it appears to the State Government that it is desirable to provide for the conservation of subsoil water or the prevention of erosion in any area subject to erosion or likely to become liable to erosion, such Government may – by notification make a direction accordingly. Leveling and filling of land is not allowed, especially of low lying areas, as that will affect storm water collection  and recharge of sub-soil water, which is specifically protected under section 3 of the act.

 

Rain Water Harvesting Systems for Gurgaon 

 

The Storm water drain network inside the Gurgaon is in bad shape . If the newly constructed / under construction Rain Water Harvesting system would force to fill with water without putting in to storm water drain would not leave the polluted particles and bound to pollute theWater Table . This would not only ruined the system but also make water Table poisonous . Kindly instruct the Engineers of HUDA to adopt  safe way to preserve the storm water . This would only happen when the storm water drains would be fully functional and carry onlystorm water not sewage water .

 

Supply of Treated Water by HUDA for Construction Purpose 

 

Kindly check the Buyers those are taking Treated Water from Behrampur Sewage Treatment Plant have installed the Treatment Plant at the site where they are taking treated water for construction . This supply is merely an eyewash as all the buyers are using drinking water .

 Storm Water Drain (301.45Km.) .


5.Non allotment of constructed houses under the scheme " ASHIANA HOUSING SCHEME " fgr economic weaker section / BPL and place reserved for small vendors .

The Ashiana Scheme in Sector -47 , Gurgaon was launched to provide hygienic living space with basic amenities to slum dwellers.The Ashiana Scheme was launched under the " Integrated Housing and Slum Dwellers Programme ( IHSDP ) Scheme of the Jawahar Lal Nehru National Urban Renewal Mission ( JNNURM ) of Government of India .

 

Till date not a single person is benefited as on date

The report of Comptroller and Auditor General of India (CAG ) clearly indicates towards loss of Public Money . The Constitution of India no where allows the right to throw Public Money .

 

Letter from the Estate Officer -2 , HUDA , Gurgaon to the Executive Engineer , HUDA Division No-6 , Gurgaon vide memo no A-47-2012/11125 Dated 8/11/2012 on ASHIANA SCHEME .The Annexure 5 & 6 are letters from the Superintending Engineer , HUDA Circle -2 , Gurgaon and  the Executive Engineer , HUDA Division No-6 , Gurgaon  These letters has raised many questions are as under 

 

1. Why the possession is still with the Engineering wing of HUDA in spite the Completion of the phase -1 of the project  and ceremony was conducted under the Chief Guest status by the Chief Minister , Government of Haryana ?

 

2. Why the matter was not take seriously In spite the matter is in Court under CWP 4559 of 2007 by the Administrative Officials of HUDA Gurgaon and Panchkula ?

 

3. Are the Courts and Reports matters to the Officials or not ?

 

4. Is there any accountability of Public Money and the Social Responsibility is not the responsibility  of Government Officials ?

 

5. Inspite of Schemes launched by Government why the kindness of Government Officials has lost if the same does not fall under their duty ?

 

6. The Citizen entitled for these houses fall under the category of EWS and waiting for one roof denied their right set under the Scheme by the Center and State Government is offence or not ?   

 

I hope the honest reply from Your end . If action required and Government has some concern about poor and helpless uneducated Citizens .

The violations are not only visible but has been effecting the residents of Gurgaon since last 10 years . None of the township has declared completed so far . If is in the larger Public interest to investigate the matter .
