Sub - Complaint against the Officials of Haryana Urban Development Authority , Municipal Corporation , Gurgaon and Town & Country Planning Department for giving undue land & Financial benefits to individual on the cost of Public inconvenience and Public nuisance . theft of Government property to hide corrupt act , non utilization / utilization of Public infrastructure and no action on Public Complaint .
The complaint is suitable attached with 11 attachments and 12 th attachment is the order of Hon'able Supreme Court of India which clearly states under point no 13 that "Every Citizen of this country has a right to get his / her complaint properly investigated ."The whole para ( no 13 ) of this order is base of my complaint to be investigated to avoid Contempt of Hon'able Supreme Court Order .
The Department in question has grossly scanted the Right of the residents belongs to EWS / Backward Class category . The allotment of Residential / Commercial Plots/ constructed accommodation denied . The attachment no -1 and Ashiana Housing Scheme is still not met to purpose . The flats constructed under the Ashiana Housing Scheme is ready to live since last 18 months .The policies of Center and State Government has not implemented by the Administration
Why the allotment process has not completed it is matter of investigation and strict action against erring officials is requested .
The 50-51 sector dividing road is uncompleted due to illegal encroachment . The Estate Officer -2 , HUDA , Gurgaon and his staff refused to take action against the person . There is no Court Stay on portion . The attachment -2 is one of the support document . The Southern Puerperal Road , The Northern Puerperal Road are another example of same crime where huge public Money has wasted as none of the project has completed due to some corrupt motive of Officials . The reason and responsibility of erring officials be fixed on Encroachments
The theft / Illegal possession of Public property by Sh. Naresh Kumar Pawar , Executive Engineer , HUDA , Gurgaon and further protection provided by current Officials of HUDA is serious offence . The attachment no -3 is one of the support document on this complaint . The log book is important as the visit conducted by the officer during his posting can prove the contents of complaint .
The attached documents from attachment no 4 to 7 with mail are about water supply pipeline from Basai water Treatment plant to sector 51 , Gurgaon . The pipeline was laid with completion certificate issued to contractor in 2004 . But not a single drop of water supplied to the residential area . But the attachment no 7 states something else . As per the contents of the letter states the water supply to colonizers of the area but there is no record about payments collected from colonizers . This is a serious fraud done by the than officers and present officers are hiding the financial crime . The question arises on this issues are 1. why no water supply made available to residents in spite the requests were sent up to the Chief Administrator Office .2. There is no completion report is available . 3. If water was supplied where the money is gone ?. The other issue on water and water treatment have not investigated by Sh. Kartar Singh , Executive Engineer , HUDA Division -3 , Gurgaon , Sh.A.K Gupta , Superintending Engineer,HUDA Circle -1,Gurgaon , Sh.D.P.S Nangal , Chief Administrator , HUDA , Panchkula . The matter is of larger Public interest and request for investigation .
The attachments NO- 8 and 9 directly belongs to all concerned officials . The TREATED WATER is need of the hour .There is no proper use of treated water and non treatment through package unit process . The complaint was never investigated . The misuse of policy and incorrect information was drafted on such an important subject . Today we need the treated water supply needed through pipelines to make people can use without any hassle . We need to make people aware about the use and importance of the treated water . This matter should be investigated who is sitting on this project ? The Officer is responsible for the delay must be prosecuted to send a clear message across .
The Ground water is most important natural resource belongs to Public . The local Administration has not only ignored all the rules and mandatory provisions before the construction of Water Harvesting systems . No DPR taken before the start of construction of Water Harvesting Systems .This is not the question of life but if this water infected once than there is no way to make water usable . The attachment is self explanatory. It is requested to investigate the matter .
I have many other documents to support my complaint . Hope to get justice .
