OPEC+ released a statement Thursday that did not formally endorse production cuts, but individual countries announced voluntary reductions totaling 2.2 million barrels per day for the first quarter of 2024, with Saudi Arabia, the linchpin and largest member, leading the way.

The market was disappointed with the outcome because the cuts are short term and the group failed to agree on a unanimous strategy, forcing members to implement unilateral cuts, said Jorge Leon, Rystad Energy's senior vice president, in a note after the meeting.

Traders are concerned that the cuts are voluntary and not mandatory, raising the question of whether OPEC+ can really follow through and curtail output, according to Phil Flynn, an analyst at the Price Futures Group.

"They have a big problem on their hands," Kilduff said of OPEC+ and Saudi Arabia in particular. "They have their hands full and to me it's not going to prove to be a winning strategy for them," he said of the output cuts.

Under the proposed budget, formally delivered to Congress yesterday, the National Institutes of Health (NIH) would see its annual budget shrink 18% from $31.8 billion to $26 billion. This includes cuts to the National Cancer Institute ($1 billion), National Heart, Lung and Blood Institute ($575 million), and the National Institute of Allergy and Infectious Diseases ($838 million).

Less than two months after signing massive tax cuts that largely benefit those at the top of the economic ladder, President Trump has put forward a 2019 budget that cuts basic assistance that millions of families struggling to get by need to help pay the rent, put food on the table, and get health care. The cuts would affect a broad range of low- and moderate-income people, including parents, children, seniors, and people with disabilities. Taken together, the cuts are far deeper than any ever enacted and would deepen poverty and hardship and swell the ranks of the uninsured.

The budget also cuts SNAP benefits for many working families by eliminating a state option that allows benefits to phase down more smoothly as earnings increase, thereby avoiding a benefit cliff. And on top of that, the budget contains further SNAP cuts that would reduce benefits to 2 million more individuals, largely low-income seniors and people with disabilities, and households with more than six members.

Even with the additional funding in its addendum, the budget sets overall NDD funding for 2019 some $57 billion below the level in the bipartisan agreement. That deep cut produces the large cuts discussed above in areas such as housing assistance and college aid.

And in years after 2019, the budget calls for cuts of unprecedented depth in NDD programs even though this part of the budget contains most of the federal investments that can help boost long-term economic growth. In 2020, NDD funding would fall $141 billion below the 2019 level agreed to in the budget deal. By 2028, NDD funding would fall 42 percent below the 2017 level, after adjusting for inflation. This would almost certainly necessitate cuts in job training and deeper cuts in college aid, K-12 education, and other areas designed to promote upward mobility.

By 2024, dynamic revenue projections are back above the baseline projections, meaning that federal revenues would actually increase in those years when accounting for economic growth. In 2026, static revenue projections are also above the baseline projections, largely due to the expiration of many individual provisions. These results, however, should not be interpreted to mean that these tax changes are self-financing. Instead, they illustrate that the Tax Cuts and Jobs Act includes a number of revenue offsets to reduce the overall cost of the tax rate cuts included in the plan.

The largest source of revenue loss in the first decade would be the individual and corporate rate cuts. The Tax Cuts and Jobs Act would retain the current seven individual income tax brackets, but would modify both their widths and tax rates. The top marginal tax rate would fall from 39.6 percent under current law to 37 percent, with many other rates decreasing as well. The individual income tax rate changes, however, are temporary until December 31, 2025. This reduces the cost of the changes over the 10-year budget window, as they are only in effect for eight of the 10 years. These changes would reduce revenues by $1.9 trillion. The corporate income tax rate would fall from 35 percent to 21 percent on January 1, 2018, reducing revenues by $1.4 trillion. The plan would also provide many pass-through businesses with a 20 percent deduction for pass-through business income. Specified service business would be ineligible, except for households with taxable income below $157,500 for single filers and $315,000 for married filers. This provision reduces revenue by $289 billion. The pass-through provisions expire at the end of 2025.

For many of these provisions, such as the individual income tax cuts, there is no long-term economic growth generated because they expire. However, they do provide some dynamic revenue for the period in which they are in place. For instance, the individual income tax rate cuts do not produce long-run economic growth, but do provide $284 billion in dynamic revenue. Individuals would take advantage of the lower marginal tax rates for the time that the tax cuts are in effect, temporarily increasing their labor force participation and their hours worked, but we would expect that the additional work effort would revert to its baseline level after the tax cuts expire.

By 2027, the distribution of the federal tax burden would look different, for several reasons. First, the bill includes temporary provisions, such as increased expensing for short-lived capital investments for businesses and the majority of the individual tax changes. Because these provisions would expire after 2025, taxpayers would not benefit from them in 2027. Second, by 2027 taxpayers would be subject to the effect of indexing bracket thresholds to chained CPI, which would reduce the benefit of the increased standard deduction and individual income tax cuts.

A series of production cuts over the past year has failed to substantially boost prices amid weakened demand from China and tighter monetary policy aimed at combating inflation. But with international travel back up to nearly pre-pandemic levels, the demand for oil likely will continue to rise.

Serious cuts often require medical attention from your doctor or the emergency room. To prevent cuts and scratches, avoid dangerous activities, and wear sufficient clothing to protect yourself. If you or your child does get a cut or scratch, be sure to clean it and treat it quickly to prevent infection.
