If by any chance you have a special character in your Windows User ID (basically anything with a diacritical mark on it, e.g. in my case, but in could be or or or anything like that) that will happen. There's a guy (user Bo98) over on Reddit who created a patch that fixes it. I guess it just fixes the .dll or something: I dug up this comment's thread and there's a link within:

This fixed a lot more than the character issue. I reinstalled Burnout on my streaming rig, with its webcam, capture card and NDI software, all proven to crash the game on load. I installed the Core Fix 0.21 from the Bo98's mod installer and game ran flawlessly. Kudos to Bo98!! As it was, I had to uninstall the NDI software on my main gaming rig yesterday to get the game to run once I discovered what was causing the crash because I was fornute enough to have at least one rig that would run it to try what would break it. No wonder the game is deep discounted.

@Mechoshira Did you try either disabling the Intel iGPU or creating a profile in Nvidia Control panel for BurnoutPR.exe so that it only uses the GTX card? It was explained a few pages back. Didn't know if you saw that, that's why I asked.

EDIT4: The further I get in the game the more it crashes. Just crashed during a race randomly. Hard freeze, no warning. The game also never launches the first time I run it, it has to hang once on the first load screen (with the spinning load indicator locking up) then CTRL ALT DEL kill it and run it again and it loads the second time. What a complete piece of garbage.

EDIT3: Ok I've now played the game for about 10 hours and have had no further crashing problems except a couple very minor things. Sometimes the game stops loading initially (hard lock, no error msg) and I have to CTRL-ALT-DEL and restart it but then it never fails to load two times in a row. It always loads the second time, and I have not had a single in-game crash since I did the fixes in EDIT1 and EDIT2 -except- when I tried to use in-game Antialiasing it crashed almost immediately. But I found a way around that and even running with max in-game settings (AA "off") @ 5760x1080 and with 4xMSAA/4xSGSSAA/FXAA/16xAF all forced on via NVIDIA Inspector I now have no crashing whatsoever and the game looks great. Very happy and I hope someone else benefits from all this information I've posted. I'm off to play more, cheers!

EDIT2: Ok I solved the 2nd crash by using a blank template savegame file that had already passed the initial startup sequence. I used the mega hosted file that was posted elsewhere on this site. Here's the link: !vwYFxYZC!JFzV0RYBUxHSraqe6viR_vcPQfHxFU8x4Bnk-QPv1XA

EDIT: I solved the first crash but then it crashes again immediately after I hit Enter Paradise City from the main menu. Startup argument -skipvideos is what fixed the startup crash initially but now it seems I simply solved the initial crash for it to happen again immediately. Now I'm really depressed.

No other problems in any game old or new but I simply cannot get past the first splash screen after the initial logo+loading. It finishes loading, you hear one EA "whoomp" and then instant hardcrash with windows mouse cursor over an invisible crash window and I have to CTRL-ALT-DEL to kill it. It does not matter if I launch from Steam or from Origin, the crash behavior appears to be exactly the same.

It would really help if I could at least get some kind of information about what is specifically triggering this crash. As it is now I am stabbing in the dark, and I'm going to keep stabbing in the dark because BOP is one of my favourite games of all time.

I have NOT tried Windows KB2670838 because I specifically and purposefully did not install this update previously and noticed that I even wrote down a reason for not doing so on my desktop ("video playback problems"). I may still try this at some point, but it is a last resort.

ah, ok. Yea, for some reason, the game will work in Offline Mode for most people. It's weird to me that when you go Online, then you have the issue. I'm not sure what else to suggest. I purchased the game a couple of months ago, and only started to try to play the game last week and had this crashing issue. Fortunately, the mod fixed the issue, even on the one machine I figured it would not fix, my streaming rig. Not that I would play on there, I was just doing it for science.
