Using a group policy I have tried changing the proxy to something else and preventing users from changing the proxy but this will only work for IE and Edge. Users are still able to launch Opera or Firefox etc pop in the proxy settings into that browser and will get out on the Internet

3 options:
1 - Set reservations for the individual machine and set Option 003 (router) to 1.1.1.1 or some other invalid gateway on the network
2 - Set a DHCP policy for the group of machines with the same option. You would need some commonality of the machines to make this one easier but can be done without too many problems once figured out.
3 - Create a start up script for those machines that sets the router option to an invalid gateway when the machine boots. This one is set using a GPO.

Very true, freely downloaded updates will be broken because the machine will not be able to connect to the internet. DNS is not broken with this method, just not allowing the machines to connect outside the domain because the gateway is invalid, they will still have internal DNS resolution in AD. IP/Sub will be correct for the domain and DNS registration will be normal.
