On September 29, 2011, the U.S. Department of Transportation published a Notice of Proposed Rulemaking that would require Service Animal Relief Areas (SARAs) at certain airports. The proposed rule includes a requirement that airports consult with service animal training organization(s).
In anticipation of a final Rule, the FAA hopes to develop consensus standards for SARAs in collaboration with such organizations, and with organizations representing individuals who use service animals. If such consensus standards can be developed, we would propose that use of these standards by an airport would satisfy the requirement for consultation. We believe this allowance will speed up the establishment of SARAs at airports and promote standardization of the most important features of SARAs, such as signing, and guidance for people with vision impairments.
We are also interested in any additional guidance you can provide regarding the needs of service animals and their handlers. As it will often not be feasible to establish natural surfaces within secure areas at airports, we are particularly interested in your thoughts regarding the use of artificial turf, gravel, etc. and the efficacy of indoor SARAs.
