Freedom of Expression (FoE) for vulnerable and marginalized populations

"The U.S. Department of State, Bureau of Democracy, aHuman Rights and Labor (DRL) invites civil society organizations (CSOs) to submit applications for projects that have the goal to promote and protect Freedom of Expression (FoE) for vulnerable or marginalized populations. The focus should include women and girls in all their diversity; LGBTQI+ persons, transgender or gender-diverse persons in particular; migrants; members of marginalized racial, ethnic, and Indigenous communities, religious minority group members; and others targeted by anti-rights actors.

Eligibility Criteria:
1. Applicant organizations:
a) can be U.S.-based and foreign-based non-profit organizations / nongovernmental organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.  
DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
b) must have existing, or the capacity to develop, active partnerships with thematic or in-country partners, entities, and relevant stakeholders, including private sector partners and NGOs, and have demonstrable experience in administering successful and preferably similar projects
demonstrate proven ability to implement programs in target countries;
c) must submit lessons learned from past programming in-country, or similar contexts, that demonstrate how the implementer has safely operated and responded to challenges, learning from both successes and failures, in the operating environment;
2. The proposed project must focus on one or more of the following objectives:
a) Objective 1 - Strengthening the capacity of civil society led by marginalized groups to address targeted attacks on Freedom of Expression from anti-rights, authoritarian-aligned actors, including so-called “anti-gender’ initiatives.
b) Objective 2 - Strengthening cross-movement strategy development, intersectional analysis, and coordinated response to anti-rights efforts and projects, enhancing both safety and the ability to engage in democratically-aligned activities.
c) Objective 3 - Developing and strengthening shared communications analysis, key messages, strategies, and campaigns to counter disinformation regarding vulnerable or marginalized communities that is designed to curtail Freedoms of Expression; to undermine respect for human rights, inclusive democratic institutions, and the rule of law; and/or to shrink space for civil society to advocate freely in support of human rights.
d) Objective 4 - Work with state and multilateral institutions and actors to promote best practice in preventing backsliding on Freedom of Expression and human rights for vulnerable and marginalized persons.
3. Projects should be led by, or have strong support from, and participation by, organizations and communities most impacted by targeted anti-rights campaigns and efforts.
4. Programs should take an intersectional approach and seek strategies for integration and inclusion of individuals / organizations / beneficiaries that can bring perspectives based on their religion, sex, disability, race, ethnicity, sexual orientation, gender identity, gender expression, sex characteristics, national origin, age, genetic information, marital status, parental status, pregnancy, political affiliation, or veteran’s status.  
5. Programs should be demand-driven and locally led to the extent possible.
6. All prime organizations, whether based in the U.S. or in another country, must have a Unique Entity Identifier (UEI) and an active registration with the SAM.gov before submitting an application. 

Applicants may form consortia in order to bring together organizations with varied expertise to propose a comprehensive program in one proposal.

Funding Ceiling: US$750,000.

Period of Performance: 12-24 months.

Anticipated Time to Award (pending availability of funds): 2-8 months.

Applications are due no later than 11:59 PM Eastern Standard Time (EST), on 5, April, 2023.
