circles incorrectly displayed?

Hi, I have this simple .gdf file:

When I run Guess on this file, I see a few problems:

1. The x,y of each circle are off. E.g., 6851.161 and 6237.985 for the
first circle.
2. The radii are also off. E.g. Guess shows 2.008 for the first
circle.

In reality, these two circles intersect. Guess shows them as not
intersecting.
I must be missing something basic here.
