Skitter and Convex Hull overlap

I'm using skitter to separate nodes by department, but when I then
draw convex hulls by department, I'm getting significant overlap in
the convex hull polygons --which I would not expect, as the
departments are mutually exclusive. Should I expect them to overlap,
or am I doing something wrong?
