Su padre fue Juan Bautista Filártiga, de Mbujapey; y su madre fue la señora Lidia Ferreira.

Filártiga tuvo la oportunidad de ir a trabajar a los Estados Unidos, sin embargo, en el año 1959 abrió la Clínica La Esperanza, en Yvyku'i, atendiendo y ayudando a los pobres y también a los indígenas.
